Organizational Context: Identify internal and external opportunities and risks related to carbon management, clarify the carbon management positioning aligned with the organization's own strategy, especially conducting analysis in conjunction with industry-specific carbon emission characteristics; determine the scope of the GHG management system, and identify the needs and expectations of relevant parties.

Leadership: Top management clarifies carbon management responsibilities, integrates GHG control objectives into the overall enterprise development plan, ensures resource allocation for the operation of the management system, and establishes a GHG policy.

Planning: Establish a baseline for carbon emission accounting, set quantifiable reduction targets, identify key emission sources and develop control measures, and review and control carbon assets, carbon neutrality, and carbon trading; adopt a risk-based approach to address opportunities and challenges.

Support: Cover the foundational safeguards required for carbon management, including human resources, specialized training, technical capabilities, accounting tools, and information communication mechanisms, ensuring the feasibility of system implementation.

Operation: Standardize carbon management operations from the aspects of design, procurement, and operational control, and plan and control GHG emissions or removals related to activities, products, and services.

Performance Evaluation: Establish regular monitoring and auditing mechanisms, compare actual emissions against targets, assess the effectiveness of emission reduction measures; conduct internal audits and management reviews.

Certification Process

Greenhouse Gas Management System Certification is generally divided into the following stages:

Application and Acceptance: Submit application materials, including the business license, greenhouse gas management manual, procedure documents, and emission data records. The certification body conducts an application review to confirm that the organization meets the basic conditions for certification.

Audit Planning: The certification body forms an audit team based on the organization's size and business type and provides a customized audit plan.

Stage 1 Audit (Document Review): Evaluate the documented system established by the organization and other important aspects, identify issues that may raise concerns and could be deemed non-conformities in Stage 2, and propose points for rectification.

Surveillance Audit: Conduct an annual surveillance audit after certification to confirm that the system continues to meet certification requirements.

Recertification Audit: Conduct a recertification audit before the certificate expires to extend the certification period, typically every three years.
