Occupational health and safety management system certification is an authoritative evaluation mechanism for organizations to establish, implement, maintain and continuously improve occupational health and safety management system (OHSMS), aiming at preventing work-related injuries and health damage through a systematic risk management framework and providing a safe and healthy workplace. This certification is mainly based on the national standard GB/T 45001-2020 and ISO 45001:2018 "Occupational Health and Safety Management System Requirements and Guidelines for Use", which comprehensively examines the organization's capabilities in hazard identification, risk assessment, compliance with laws and regulations and continuous improvement, and finally grants the organization a certification certificate valid for three years.
Certification core content
The certification of occupational health and safety management system revolves around the systematic management of occupational health and safety risks, with the following dimensions as the core:
Organizational environment and leadership role: understand the organization and its internal and external environment, identify the needs of relevant parties, determine the scope of the system, the commitment and leadership role of top managers, formulate occupational health and safety policies, and clarify responsibilities and authorities.
Occupational health and safety planning: identify hazards and evaluate occupational health and safety risks, identify laws, regulations and other requirements, determine measures to deal with risks and opportunities, set occupational health and safety objectives and plan implementation measures.
Support process: resource allocation, personnel ability and training, occupational health and safety awareness training, communication mechanism and documented information control.
Operation control: operation planning and control, change management, procurement and outsourcing process control, emergency preparedness and response.
Performance evaluation: compliance evaluation, occupational health and safety performance monitoring and measurement, internal audit and management review.
Improvement mechanism: incident investigation and handling, nonconformity correction, and continuous improvement measures (PDCA cycle).
Certification process
Occupational health and safety management system certification is usually divided into the following stages:
Application and acceptance: submit application materials (business license, system documents, safety evaluation and "three simultaneities" certification documents, safety production license, fire control acceptance report, list of hazardous sources, compliance obligation list, etc.), and the certification institution will conduct application review to confirm that the organization has the basic conditions for certification (the system has been running for 3 months, internal audit and management review have been completed, no major safety accidents have occurred within one year, or it has been included in the list of seriously untrustworthy enterprises).
First-stage audit (document audit): conduct document audit and site preparation evaluation, review the compliance of system documents with standard requirements, and confirm the adequacy of second-stage audit preparation.
The second stage audit (on-site audit): conduct on-site audit, including personnel interview, document inspection, on-site inspection in the workplace, effectiveness verification of occupational health and safety control measures, evaluation of compliance and effectiveness of the system, and identification of nonconformities.
Rectification and review: for the nonconformities found in the audit, the organization shall complete the rectification within the specified time limit and submit the evidence, which will be reviewed by the audit team.
Certification decision and certification: Certification certificate will be issued after the technical review is passed, confirming that the organization meets the standard requirements. The certificate is valid for three years and can be found on the website of CNCA.
Supervision and audit: conduct supervision and audit once a year after obtaining the certificate (the interval shall not exceed 12 months) to confirm that the system continues to meet the certification requirements.
Re-certification audit: Re-certification audit is conducted before the certificate expires, and the certification qualification is extended, usually for three years.
