Precast component product certification is a quality and performance evaluation mechanism for concrete precast components used in prefabricated buildings manufactured in factories or on-site. It aims to verify the conformity of products in terms of material performance, structural safety, production processes, and quality control through inspection and review by third-party authoritative bodies, ensuring compliance with relevant national and industry standards. This certification is primarily based on CTS CRCB021-2023 "Technical Specification for Precast Component Product Certification," which was filed and published by Zhongsheng Deshang Inspection and Certification (Chengdu) Co., Ltd. with the National Certification and Accreditation Administration, and is applicable to the product certification evaluation of concrete precast components for various prefabricated buildings. The certification certificate is valid for five years.

Core Certification Content

Precast component product certification focuses on product quality performance and process control levels, examining the following dimensions:

Material and Process Requirements: Raw materials used in precast components (concrete, steel reinforcement, prestressing steel, connectors, etc.) shall comply with corresponding product standards and certification requirements. Manufacturers should establish their own concrete mixing stations or use certified qualified suppliers and construct enclosed production workshops. The production process should be standardized, including quality control in mold making, steel reinforcement processing, concrete pouring, curing, demolding, and other stages. Enterprises utilizing automated production lines and information management systems receive higher evaluations.

Product Quality Performance: Based on relevant standards such as GB 50204 "Code for Acceptance of Construction Quality of Concrete Structures," GB/T 51231 "Technical Standard for Prefabricated Concrete Buildings," and JGJ 1 "Technical Specification for Precast Concrete Structures," key performance indicators of precast components are tested. Testing items include concrete compressive strength, appearance quality, dimensional deviations, number and spacing of main load-bearing steel bars, cover thickness, structural performance, etc. Products must provide a type inspection report valid within one year, issued by a testing institution with CMA qualification.

Integrated Service Capability: Manufacturers should provide a user instruction manual for precast concrete component products, covering integrated services such as on-site production, storage, and installation of precast components. Standardized design requires that precast concrete components should adopt standardized design while considering functional diversity.

Factory Assurance Capability: Certification bodies conduct factory inspections on manufacturers, including factory quality assurance capability inspection and product consistency inspection. The inspection covers organizational structure and responsibilities, document and record management, production process control, inspection and testing, non-conforming product control, equipment and facility management, etc.

Certification Models and Process

Precast component product certification typically adopts the following two certification models:

Model 1 (Product Inspection plus Post-certification Supervision): Applicable to manufacturers holding a valid quality management system certification certificate. The basic certification process includes certification application, product inspection, evaluation and approval of certification results, and post-certification supervision.

Model 2 (Initial Inspection plus Product Sampling Inspection plus Post-certification Supervision): Applicable to other manufacturers. The basic certification process includes certification application, initial inspection (including document technical review and on-site inspection), product sampling inspection, evaluation and approval of certification results, and post-certification supervision.

The specific implementation process of certification includes:

Certification Application and Acceptance: The certification applicant submits an application to the certification body, along with the following documents: a letter of authorization (stating the applied green building materials product certification level), business licenses of the applicant/manufacturer and production enterprise, product process flow chart, organizational chart of the production enterprise, inspection report proving product quality compliance with standard requirements (issued by a testing institution with CMA qualification, testing items at least including appearance quality, dimensional deviations, concrete strength, and steel cover thickness, with a testing cycle of one year), a directory of factory assurance capability-related management documents established by the manufacturer according to implementation rules, and a list of key raw materials/components for filing (covering all applied certification units).

After receiving the application materials, the certification body conducts a conformity review of the application documents based on relevant review requirements. A decision on whether to accept the application should generally be made within 5 working days from receipt of the application materials. Upon acceptance, the certification body and the certification applicant sign a certification agreement.

Product Sampling Inspection: The certification body designates a laboratory with CMA qualification to complete the sampling inspection. Product inspection can be based on a product inspection report issued by an independent testing institution with CMA qualification within one year provided by the certification applicant. If not provided, the certification applicant selects representative products and sends them to a contracted laboratory for testing. Testing items include concrete compressive strength, appearance quality, dimensional deviations, steel cover thickness, structural performance, etc. Samples should be randomly selected and sealed by the certification body from qualified products in the factory. If qualified, a product inspection report is issued; if unqualified, the certification applicant must rectify all non-conformities and resend samples for testing until all items pass.

Initial Factory Inspection (Applicable to Model 2): The inspection team conducts on-site audits of the manufacturer, including factory quality assurance capability inspection and product consistency inspection. Inspectors should have relevant professional backgrounds and practical experience. The size of the inspection team is determined based on factors such as the scope and technical characteristics of the certified products. Inspection content covers: factory quality assurance capability (organizational structure, document and record management, production process control, inspection and testing, non-conforming product control, equipment and facility management, etc.); whether the main raw materials and auxiliary materials of the certified products are consistent with the name, model, composition, etc. declared in the certification application; and witness testing of samples randomly selected from on-site qualified products.

Evaluation and Approval of Certification Results: The certification body conducts a comprehensive evaluation of the product sampling inspection and initial factory inspection conclusions. If approved, the certification body should generally issue a certification certificate to the certification applicant within 5 working days, with one certificate per certification unit. The period from formal acceptance of the certification application to issuance of the certification certificate generally does not exceed 90 days.

Post-certification Supervision: After obtaining the certificate, the certification applicant arranges supervision. Supervision can be arranged 6 months after certification, with an interval between two on-site inspections not exceeding 1 year. Supervision includes factory assurance capability supervision inspection, product consistency supervision inspection, and product supervision inspection. If the supervision results are evaluated as qualified, the certification qualification can be maintained and the certification mark can be used. If non-conformities are found, corrective actions must be completed within the specified period.

Re-certification Audit: Six months before the expiration of the certification certificate, the certification applicant should submit a re-certification application. The certification qualification is extended through re-certification audit, with a cycle typically of five years.
