State Administration for Market Regulation Announces Inspection Results of "Two Randoms and One Disclosure" for 40 Certification Bodies in 2025

Recently, the State Administration for Market Regulation issued the "Notification on the Inspection of Certification Bodies under the 'Random Selection and Inspection Plus Disclosure of Results' Mechanism for 2025," informing the public about the inspection results of 40 certification bodies organized by the administration. A total of 38 certification bodies were subjected to different levels of handling. Among them, Dingguagua Certification Co., Ltd. had its certificate of approval revoked due to its inability to consistently meet the conditions for qualification approval. Beijing HNA Times Certification Center Co., Ltd., Guangdong Zhongren United Certification Co., Ltd., and 21 other certification bodies were referred to law enforcement departments for investigation and punishment due to suspected violations of laws and regulations. Additionally, 14 certification bodies received administrative warnings or notices requiring rectification within a specified period.

In 2025, the State Administration for Market Regulation carried out inspections of certification bodies under the "random selection and inspection plus disclosure of results" mechanism, randomly selecting 300 certification bodies. Among them, 40 with more concentrated issues were subjected to key verification organized by the administration, while the remaining 260 were inspected on-site by local market regulatory departments. Local market regulatory departments dispatched a total of 10,665 inspection personnel, examined 4,412 certified organizations, and identified 6,114 various issues. Economic penalties were imposed on 59 certification bodies, totaling 6.85 million yuan in fines and confiscations. The results of these actions are being gradually disclosed.

The inspections primarily involved interviewing certification personnel and management staff, randomly reviewing certification and testing archives, and verifying relevant certified organizations. By focusing on high-risk certification bodies based on risk classification and adhering to a problem-oriented approach in developing specialized inspection plans, the inspections were conducted strictly in accordance with the requirements for standardized administrative inspections of enterprises. Identified issues were promptly transferred to relevant departments for handling in accordance with laws and regulations.
