Product Classification: Based on the scope of use, basketball stands can be classified into those for secondary schools and those for primary schools, with differences in dimensional specifications and safety protection requirements. Primary school backboards should have no sharp corners, while secondary school backboards are rectangular.

Structural Dimensions: The standard specifies detailed structural dimensions for basketball stands. Secondary school backboards are rectangular, with a diagonal difference not exceeding 6mm to 8mm; primary school backboards should have no sharp corners. The distance between the backboard and the support post, as well as the end line position, must conform to the standard diagram requirements.

Rim and Net: The rim should be made of solid steel, with a ring diameter of at least 16mm and at most 20mm. The lower edge of the rim should have 12 evenly distributed attachment systems for the net, which must not have sharp angles or spaces or gaps that could accommodate any fingers. The distance from the backboard surface to the nearest point on the inner edge of the rim is 150±2mm. The rim should be orange with uniform color. The bending resistance of the rim requires that after applying a static load of 1000 Newtons for 1 minute, the vertical deflection at the top does not exceed 5mm. The net should be made of rope, with a length not less than 40cm and not more than 45cm.

Backboard Requirements: All bolts used to fix the backboard should be recessed to maintain a flat backboard surface. The lower part of the backboard should have a protective strip with a thickness of no less than 30mm, starting from the bottom of the board with a minimum height of 280mm; on the front and rear surfaces, from the bottom of the board, there should be a protective layer with a minimum height of 20mm and a minimum thickness of 10mm. If the backboard has a metal frame for protection, the outer border line of the backboard should be at least 20mm wide and not obscured by the metal frame. The backboard should be printed with inner and outer border lines, the color of which should be significantly different from the backboard color. The upper edge of the bottom line of the inner border should be flush with the upper edge of the rim. The front plane of the backboard should be perpendicular to the horizontal plane. The elasticity of the backboard requires that after applying a static load of 500 Newtons for 1 minute, the deflection at the center should not exceed 8mm to 10mm, and the backboard should return to its original shape 1 minute after removing the load. The hardness of the backboard should be equivalent to that of a 3cm thick hardwood board.

Backboard Support Requirements: The rigidity of the backboard frame requires that when subjected to a certain external force, the horizontal displacement at the plumb line should not exceed 5mm. Steel for the main support parts of the backboard: the wall thickness of the vertical post must not be less than 3mm, and the wall thickness of the arm must not be less than 2.5mm. Any cantilever and support parts of the frame behind the backboard at a height of less than 1.6 meters from the ground should be sealed and wrapped, with a wrapping thickness of no less than 2.5cm; any support parts behind the backboard should be wrapped on their lower surfaces up to 40cm from the front of the backboard.

Frame Lifting Characteristics: If the frame is foldable, lifting and lowering should be flexible and smooth. When the frame is raised to the specified position, the overall dimensions should remain stable during use.

Hydraulic and Electric System Performance: If the frame is hydraulically lifted, the hydraulic system should have no oil leakage or seepage. If the frame is electrically lifted, the insulation resistance between live parts and exposed non-live parts should not be less than 2 megohms; the voltage withstand performance should not be less than 1500 volts (with a preset current of 10 milliamperes).

Frame Appearance Requirements: The frame should be coated using spraying or other processes, with coating adhesion reaching grade 1, hardness reaching 2H, and certain impact resistance. The surface should be free from wrinkles, missed spraying, bubbles, peeling, and obvious scratches. The coating thickness for galvanized parts should be at least 15 micrometers; safety-related connectors should be hot-dip galvanized with a coating thickness of no less than 60 micrometers, and the corrosion resistance of galvanized parts should reach grade 8 or above. Welding of all components should be tight and firm, with no defects such as missed welding, false welding, or cracks.

Certification Levels and Evaluation System

Basketball stand product certification conducts conformity assessment based on the GB/T 19851.3-2005 standard, using a pass/fail determination method. The certification involves systematic testing of the product, and a certification certificate is only issued when all safety items meet the standard requirements.

Inspection rules are divided into delivery inspection and type inspection:

  • Delivery Inspection: Each batch of products should be inspected by the manufacturer according to this standard before leaving the factory, and inspection markings should be added before shipment. Sampling inspection is conducted according to GB/T 2828.1, using general inspection level I and a single normal inspection sampling plan.
  • Type Inspection: All technical requirements specified in this standard should be evaluated. Type inspection is generally conducted once a year. Type inspection should also be carried out when there are significant changes in structural design, key processes, or main materials, when final product inspection results differ greatly from the previous type inspection results, or when required by national quality supervision authorities.

Application and Acceptance: The certification applicant submits an application form and relevant documents to the certification body, including business license, product process flow chart, factory organization chart, product drawings, list of key raw materials, and management system-related documents. Product Testing: Personnel from the certification body go to the production site or finished product warehouse to collect samples, or the enterprise sends samples as required. Samples are sent to a laboratory with CMA and CNAS qualifications for testing. Certification Evaluation and Approval: The certification body conducts a comprehensive evaluation of product testing and factory inspection results. If evaluation is satisfactory, the certification certificate is issued.

Post-Certification Surveillance: Surveillance audits are conducted annually after certification to ensure the product continues to meet certification requirements. Surveillance includes factory capability inspection, product consistency inspection, and product surveillance testing.

Re-Certification Audit: A re-certification audit is conducted before the certificate expires to extend the certification qualification.
