This certification is mainly based on GB/T 50430-2017 "Code for Quality Management of Engineering Construction Enterprises", which comprehensively inspects the whole process of quality management of construction enterprises, and finally grants the organization a certificate with a validity period of three years.

The quality management system certification of engineering construction enterprises revolves around the systematic management of the whole construction process, with the following dimensions as the core:

Organizational structure and responsibilities: define the responsibilities of managers at all levels in construction enterprises, establish quality responsibility system and determine the organizational structure of quality management.

Human resource management: personnel ability evaluation and training, qualification management of key positions (five members: cost engineer, builder, quality inspector, safety officer and material engineer), and quality awareness training of employees.

Bidding and contract management: bidding document review, contract signing and review, customer requirements identification and confirmation.

Construction machines and facilities management: equipment procurement acceptance, maintenance system, on-site facilities configuration and control.

Management of engineering materials, components and equipment: supplier access assessment, entry inspection and testing, warehousing and storage, and disposal of nonconforming products.

Subcontracting management: subcontractor access and evaluation, subcontracting contract signing, subcontracting process control and subcontracting project quality acceptance.

Project quality management: construction planning and construction organization design, standardized management of technical disclosure, quality control of construction process, identification and monitoring of key processes and special processes.

Certification process

Engineering construction enterprise quality management system certification is usually divided into the following stages:

Application and acceptance: submit application materials (business license, qualification certificate, safety production license, system documents, list of projects under construction, etc.), and the certification institution will conduct application review to confirm that the organization has the basic conditions for certification (the system has been running for 3 months, completed internal audit and management review, has not had any major quality accidents within one year, and has not been included in the list of seriously untrustworthy enterprises).

First-stage audit (document audit): conduct document audit and site preparation evaluation, review the compliance of system documents with GB/T 19001 and GB/T 50430 standards, confirm the organization's understanding of standards, the implementation of internal audit and management review, and confirm the adequacy of second-stage audit preparation.

The second stage audit (on-site audit): conduct on-site audit, including personnel interview, document record inspection, on-site inspection of the project under construction, effectiveness verification of quality control measures in the construction process, evaluation of compliance and effectiveness of the system, and identification of nonconformities.

Rectification and review: for the nonconformities found in the audit, the organization shall complete the rectification within the specified time limit and submit the evidence, which will be reviewed by the audit team.

Certification decision and certification: Certification certificate will be issued after the technical review is passed, confirming that the organization meets the standard requirements. The certificate is valid for three years and can be found on the website of CNCA.

Supervision and audit: conduct supervision and audit once a year after obtaining the certificate (within 12 months after certification for the first time, and the interval between two supervision shall not exceed 15 months) to confirm that the system continues to meet the certification requirements.

Re-certification audit: Re-certification audit is conducted before the certificate expires, and the certification qualification is extended, usually for three years.
