Certification Standards

Certification Prerequisites

Organizations applying for Environmental Management System Certification must meet the following basic conditions:

• Possess clear legal status, holding valid documentation such as a business license, institutional legal person certificate, or social organization registration certificate.
• Possess required administrative permits as stipulated by national, local, or industry regulations when applicable.
• Have established a documented environmental management system in accordance with the requirements of GB/T 24001/ISO 14001, which has been operating consistently and stably for at least three months.
• Have conducted at least one complete internal audit and management review prior to the certification audit.
• No environmental accidents, orders for business suspension for rectification from regulatory authorities, or inclusion on the list of seriously discredited enterprises within the past year.
• Commit to complying with national laws, regulations, and other requirements, and to consistently adhere to relevant certification regulations.
• Possess compliance documentation such as Environmental Impact Assessment (EIA) approval, Environmental "Three Simultaneities" Acceptance Report, Pollutant Discharge Permit, etc., where applicable.

Certification Process

Environmental Management System Certification typically involves the following stages:

I. System Establishment and Operation

The organization establishes a documented environmental management system according to the requirements of GB/T 24001/ISO 14001, including an environmental management manual, procedure documents, work instructions, etc. The system documentation should be tailored to the organization's specific circumstances to ensure operability and effectiveness. After establishment, the organization operates according to the documented EMS requirements for at least three months and conducts at least one management review and internal EMS audit, enabling a mechanism for self-correction and continual improvement.

II. Certification Application

The organization submits a certification application to a certification body accredited by the national accreditation body. Application materials are submitted, and a certification contract is signed with the certification body to define the certification scope (including name, location, products, activities). Application materials generally include: certification application form, copy of business license, EIA approval report, Environmental "Three Simultaneities" Acceptance Report, copy of Pollutant Discharge Permit, documented information of the EMS, etc.

The certification body reviews the application materials to confirm the organization's eligibility for acceptance.

III. Documentation Review

The certification body appoints an audit team to review the documents submitted by the organization, confirming the conformity of the system documentation with the GB/T 24001/ISO 14001 standard. The audit team provides a conclusion on the document review and prepares an audit plan, notifying the organization of the specific audit schedule.

IV. Stage 1 Audit

The purpose of the Stage 1 audit is to understand the client's basic information, review EMS documentation, identify environmental aspects, environmental performance, compliance obligations, etc., determine readiness for the Stage 2 audit, and plan the focus areas for the Stage 2 audit.

Stage 1 audit content includes: understanding the client's activities, products, services, facilities, equipment, process/service flows, pollutant emissions and controls, applicable laws/regulations/standards; reviewing EMS documentation to confirm alignment with organizational activities, products, and services; auditing the client's understanding and implementation of GB/T 24001/ISO 14001; confirming the client's readiness for Stage 2 audit, including implementation of internal audit and management review; confirming the proposed EMS certification scope, number of personnel, and sites covered; confirming compliance of the client's products and services with relevant environmental laws, regulations, and mandatory standards.

V. Stage 2 Audit

The Stage 2 audit is conducted on-site at the organization's premises to evaluate the implementation of the client's EMS. The audit team gathers audit evidence through interviews, discussions, review of documents, on-site observation, and measurement to evaluate the effectiveness of the organization's EMS and provide a recommendation based on the on-site audit findings.

VI. Correction and Verification

For any nonconformities identified during the audit, the organization completes corrective actions within a specified timeframe and submits evidence for verification by the audit team.

VII. Certification Decision and Certification Granting

Following successful on-site audit, the certification body's technical committee reviews the audit materials and makes the final certification decision. Upon approval, a certification certificate valid for three years is issued to the organization.

VIII. Surveillance Audits

After certification, surveillance audits are conducted annually. The first surveillance audit after initial certification should occur within 12 months from the certification decision date, with subsequent intervals not exceeding 12 months, to confirm the ongoing conformity of the system with certification requirements. Surveillance audit content includes: internal audits and management reviews; status of actions taken on previous audit nonconformities; complaint handling; effectiveness of EMS implementation; progress of continual improvement activities; ongoing operational control; any changes; use of certificates and marks.

IX. Recertification Audit

Before the certification certificate expires, the organization submits a recertification application to the certification body for a recertification audit to maintain certification status. The purpose of the recertification audit is to verify the continued overall conformity and effectiveness of the organization's EMS, as well as the continued relevance and suitability of the certification scope.
