In July 1991, the International Organization for Standardization (ISO) established the "Environmental Strategy Advisory Group"(SAGE) to put environmental management standardization issues on the agenda. After more than a year of work, SAGE made recommendations to ISO: Just like quality management, a set of management standards should be developed for the environment to strengthen the organization's ability to obtain and measure environmental improvement. Based on SAGE's recommendations, ISO formally established a specialized agency TC207 in June 1993 to formulate international standards in the field of environmental management, namely the ISO14000 series of environmental management standards.

A series of international standards for environmental management have been formulated by Technical Committee 207 (TC207) of the International Organization for Standardization (ISO) since 1993. They include key issues in the field of international environmental management such as Environmental Management Systems (EMS), Environmental Management System Audit (EA), Environmental Labeling (EL) Life Cycle Assessment (LCA), Environmental Performance Assessment (EPE), Terminology and Definitions (T&D), etc., and provide them to governments and various organizations. Provide unified and consistent international standards for environmental management systems, products and strict and standardized audit and certification methods. The environmental management system is an integral part of the *** management system. ISO14001 includes the organizational structure, plans, activities, responsibilities, operating practices, procedures, processes and resources required to formulate, implement, review, and maintain environmental policies. In the final analysis, the ISO14001 standards are a set of standards of a management nature. It is the crystallization of environmental management experience in industrialized countries. When formulating national standards, the conditions of different countries are considered to make the standards universally applicable as much as possible.

In general, an organization's operation and management serve the needs of the organization's own development, but the fundamental goal of environmental management is to meet the needs of social environmental protection and sustainable development. In many cases, environmental protection and enterprise development are a sharp contradiction. Enterprises will choose the latter rather than environmental protection for survival and development. As the global environmental situation deteriorates, there is an urgent need to protect and improve the environment. The public's environmental awareness is gradually increasing, and the government's environmental management laws and regulations are becoming increasingly stringent.
