The Cleaning Service Certification is an authoritative certification mechanism that systematically evaluates the comprehensive service capabilities, professional level, and service quality of cleaning service enterprises. It aims to help enterprises standardize their operational practices, enhance technical proficiency, and strengthen market competitiveness through standardized assessment. This certification is primarily based on the industry standard SB/T 10595-2011 "Specification for Operation and Service of Cleaning Industry," which comprehensively examines an enterprise's willingness, capability, and conduct in fulfilling contracts. Ultimately, enterprises are awarded AAA to AAAAA level certification certificates, valid for three years .
Core Content of Certification
The Cleaning Service Certification focuses on the standardized management of the entire cleaning service process, examining the following dimensions:
Basic Requirements: Possess independent legal personality, with the personnel, technology, equipment, and service system required for cleaning services; services must ensure production safety, fire safety, and financial security, and comply with environmental and regulatory requirements; focus on service recipient satisfaction and continuously improve service quality.
Service Preparation: Standardization of project service contracts, including service scope, content, validity period, implementation standards, billing methods, and other terms; formulation of service plans covering personnel responsibilities, operational specifications, inspection procedures, and emergency response plans; configuration of equipment, facilities, and supplies, ensuring they are in good condition and properly stored; deployment of operational personnel to meet service requirements, including health checks, pre-job training, and assessments.
Service Delivery: Preparation work requirements (uniform attire, carrying work items, communicating with service recipients, setting up safety warning signs); implementation of operational specifications (categorizing and using items, keeping tools clean, selecting appropriate processes, avoiding dust pollution, properly disposing of waste); specialized operations such as bathrooms, green areas, water surfaces, stone, air conditioning systems, and high-altitude work must meet corresponding standard requirements.
Service Management: Completeness of supervision and inspection records, effectiveness of improvement measures, and closure of complaint handling mechanisms.
Evaluation and Improvement: Internal audits, management reviews, and continuous improvement mechanisms (PDCA cycle).
Classification of Certification Services
The Cleaning Service Certification is divided into the following areas based on service type:
Indoor Sanitation Cleaning Services: Floor cleaning, wall cleaning, decorative item cleaning, furniture and facility cleaning, bathroom cleaning, and routine disinfection.
Outdoor Sanitation Cleaning Services: Cleaning of paved roads and parking lots, green areas and vegetation belts, outdoor facilities, and water surfaces (pools).
Specialized Sanitation Cleaning Services: High-altitude cleaning operations; full-system cleaning of centralized air conditioning in public places; cleaning of kitchen exhaust systems; stone cleaning and maintenance; waxing and maintenance of object surfaces; cleaning and maintenance of fabrics such as carpets, sofas, and upholstery; pest control; indoor air treatment; car detailing and cleaning; pet cleaning and disinfection; boiler cleaning and maintenance; pipeline unclogging and cleaning; property cleaning management; municipal cleaning.
Sanitation Cleaning Services for Special Locations: Cleaning in hospitals and medical institutions; cleaning in food processing facilities; cleaning in pharmaceutical facilities; cleaning in other locations involving personal health.
Certification Process
The Cleaning Service Certification typically involves the following stages:
- Application and Acceptance: Eligible enterprises voluntarily submit a certification application along with relevant materials (business license, service scope description, management system, operational standard documents, training records, emergency plans, etc.). The certification body reviews the application materials and issues an acceptance notice if complete.
- Document Review: The certification body reviews the submitted materials to verify the completeness and standardization of resource allocation plans, operational standard documents, training records, emergency plans, etc., ensuring conformity with certification rules.
- On-site Inspection: An inspection team consisting of registered auditors and technical experts conducts an on-site inspection of the certified entity. The inspection includes resource allocation checks (equipment, tools, personnel qualifications, etc.), operational execution checks (cleaning operations, waste transport, city appearance inspection records, etc.), and emergency management checks (drills, equipment response, incident handling, etc.). The team randomly inspects work areas, provides conclusions, and suggests improvements.
- Rectification and Review: For non-conformities identified, the entity must complete rectification within specified deadlines and submit evidence for review by the audit team. Major issues must be rectified within 7 days, and general issues within 15 days.
- Result Evaluation and Certification Decision: The evaluation team compiles scores to form a certification assessment report, specifying the star rating (one to five stars). The certification body reviews the inspection team's conclusions and makes a certification decision.
- Certificate Issuance: Certified entities receive a cleaning service certification certificate. The certificate is valid for 3 years, and its information can be verified on the website of the National Certification and Accreditation Administration.
- Surveillance and Re-certification: Certified enterprises must undergo a surveillance review every 12 months; failure to pass may result in suspension or revocation of the certificate. Re-certification applications should be submitted 3 months before the certificate expires, following the same process as initial certification.
