Flushability Performance Product Certification

CTS CRCB035-2026

Service Introduction

The Flushability Product Certification is an authoritative certification mechanism that systematically evaluates the flushability of disposable hygiene nonwoven materials and their products. It aims to verify, through standardized testing, that the products can be dispersed by the sewage system under intended use conditions, keeping toilet and drainage pipes unobstructed, being compatible with existing municipal sewage conveyance and treatment systems, and promoting green environmental protection and sustainable development. This certification is primarily based on CTS CRCB035-2026 "Technical Specification for Certification of Flushability Products," which was filed and released by our company through the National Certification and Accreditation Administration (CNCA), and is a specialized certification technical specification in the field of flushability products in China. The certification comprehensively examines core indicators such as fiber composition, flushability, and product labeling, and ultimately grants certification certificates to products that meet the requirements.

Core Content of Certification

The Flushability Product Certification focuses on the flushability of products within the sewage system, examining the following dimensions:

Fiber Composition Requirements: The fibers used in flushable products shall be pulp, regenerated cellulose fibers, or natural fibers, and shall not contain synthetic fibers, ensuring that the products can disperse and decompose in water after use.

Flushability Performance Testing: According to the CTS CRCB035-2026 technical specification, flushability test items include toilet and drain line cleaning tests, settling tests, aerobic biodegradation tests, anaerobic biodegradation tests, municipal sewage pump tests, shake box disintegration tests, and household pump tests. Only when all tests are passed can the product be deemed to have flushability. Certified products must pass all seven flushability tests, demonstrating that they can be effectively dispersed by the sewage system after use.

Product Labeling Requirements: Certified flushable products may indicate their flushability in text or graphics on the sales packaging; non-flushable products shall clearly mark on the sales packaging in a conspicuous place that they should not be disposed of in the toilet and should not bear any related wording.

Certification Process

The Flushability Product Certification generally includes the following stages:

Certification Application: Submit the application form, business license, product technical description, material composition statement, and other materials. The certification body conducts a preliminary review of the application materials.

Document Review and Contract Signing: After the preliminary review, the certification body issues an acceptance decision notice to the applicant, determines the certification product unit, testing items, and fee standards, and then signs a certification contract.

Product Sampling and Inspection: Personnel assigned by the certification body go to the production site or finished product warehouse for sampling. Samples are sent to a laboratory with CNAS and CMA qualifications for testing. Test items include fiber composition analysis and all seven flushability tests.

On-site Inspection: The certification body organizes experts and inspectors to conduct an on-site inspection of the production site, comprehensively evaluating the applicant’s quality assurance capability and product consistency.

Rectification and Review: For any non-conformities found during the audit, the enterprise completes correction within the specified period and submits evidence, which is then reviewed by the audit team.

Certification Result Evaluation and Approval: After both product inspection and on-site inspection are passed, the certification body conducts a comprehensive evaluation, approves the certification decision, and issues the certificate. The certificate is valid for two years.

Post-certification Surveillance: Regular surveillance audits are conducted after certification to confirm that the product continues to meet certification requirements. Surveillance includes factory inspections, product consistency checks, and product surveillance testing.

Renewal and Re-issuance: After the certificate expires, a re-certification is carried out as required, and entities that pass the re-certification are issued a new certification certificate.

Value of Certification

Ensuring Urban Pipeline Network Safety: Through rigorous flushability certification, it ensures that the product can be effectively dispersed by the sewage system after use, avoiding blockages in toilets and drainage pipes, and safeguarding the safety of urban underground pipelines and sewage facilities.

Regulating Healthy Industry Development: The establishment of the certification system provides a unified technical basis and quality evaluation standard for flushable products, effectively regulating the use of the concept of flushability, preventing false advertising, and promoting fair market competition.

Meeting Green Consumer Demand: Certified products can use the certification mark to demonstrate to consumers that the products possess environmental characteristics such as flushability and degradability, enhancing market trust and competitiveness. The certification work, in the form of third-party recognition and guidance, helps to better regulate industry behavior and market order, and facilitates consumer choice.

Promoting Green Development of the Industry: Flushable products have characteristics such as flushability and degradability, which help to protect the safety of urban underground pipeline networks and sewage facilities, and promote the transformation, upgrading, and green development of the nonwoven industry.
