Certification process

Health, safety and environmental management system certification is usually divided into the following stages:

Application and acceptance: submit application materials (business license, system documents, EIA report and reply, safety assessment/job assessment and "three simultaneities" certificate, safety production license, sewage discharge permit, fire control acceptance opinion, compliance obligation list, etc.), and the certification body will conduct application review to confirm that the organization has the basic conditions for certification (the system has been in operation for 3 months, internal audit and management review have been completed, no major safety accidents/environmental incidents have occurred within one year, and no compliance obligations have occurred).

The first stage audit (document audit): conduct document audit and site preparation evaluation, review the compliance of system documents with standard requirements, understand the basic situation of the organization, main risks and compliance with laws and regulations, and confirm the adequacy of the second stage audit preparation; The interval between the first and second stages shall not be less than 5 days and the longest shall not exceed 6 months.

Audit in the second stage (on-site audit): conduct on-site audit, including personnel interview (top management must attend the first and last meetings), document inspection, production/operation site inspection, effectiveness verification of HSE control measures (such as pollutant discharge monitoring report and occupational hazard factor detection report, etc.), evaluate the compliance and effectiveness of the system, and identify nonconformities.

Rectification and review: for the serious nonconformities found in the audit, the organization shall complete the rectification and submit the evidence within the specified time limit (within 6 months of initial certification and 3 months of supervision and review), which will be reviewed by the audit team.

Certification decision and certification: Certification certificate will be issued after the technical review is passed, confirming that the organization meets the standard requirements. The certificate is valid for three years and can be found on the website of CNCA.

Supervision and audit: conduct supervision and audit once a year after obtaining the certificate (the first supervision shall be conducted within 12 months from the date of certification decision, and the interval between two supervision shall not exceed 12 months) to confirm that the system continues to meet the certification requirements.

Re-certification audit: Re-certification audit is conducted before the certificate expires (it is recommended to complete the on-site audit 2-3 months in advance) to renew the certification qualification, and the cycle is usually three years.
