Service Introduction
Service Quality Certification is an authoritative certification mechanism for systematic evaluation of an organization's service quality management level, designed to help organizations comprehensively assess and continuously improve service quality through standardized methods, thereby enhancing customer satisfaction and market competitiveness. This certification is primarily based on the national standard GB/T 36733-2018 "General Principles for Service Quality Evaluation," which specifies the principles, content, procedures, and methods of service quality evaluation. The certification conducts a comprehensive examination of core elements such as the organization's service resources, service processes, and service outcomes, ultimately granting the organization a level certification ranging from AAA to AAAAA, valid for three years.
Core Content of Certification
Service Quality Certification revolves around the full-element management of service quality, focusing on the following three modules:
Service Resources: Includes service organization qualifications and management systems, service brand and integrity management, human resource allocation and social responsibility fulfillment; service personnel qualifications and professional skills, service attitude and appearance; standardization of service venue signage and markings, completeness and applicability of service facilities and equipment; environmental hygiene management of service venues, including noise emissions, air quality, etc.
Service Process: Covers service contract review and signing standards, standardization of service procedure flows, accuracy of service information transmission, quality control mechanisms during service delivery, emergency response capability and incident handling ability, and service personnel's service quality and professional competence.
Service Outcomes: Includes compliance of service delivery quality, customer experience and satisfaction levels, service error correction and continuous improvement capabilities, and completeness and closure of complaint handling mechanisms.
Certification Process
The service quality evaluation certification typically proceeds through the following stages:
Application and Acceptance: Submit application materials (business license, service process documents, service standards, operation manuals, industry qualification certificates, etc.). The certification body conducts a review of the application to confirm that the organization meets the basic certification conditions (system operation for at least 3 months, no violations in the past year, and not listed on the serious dishonesty list).
Document Review: Assign CCAA-registered service certification auditors to form an audit team. They review the conformity of the system documents with standards such as GB/T 36733-2018, focusing on verifying the standardization of service processes, completeness of customer complaint handling records, and coverage of employee training records. The team issues a "Document Review Report" and identifies non-conformities.
On-site Inspection: Send an "On-site Inspection Plan" 5 working days in advance. Conduct on-site audits, including personnel interviews, document and record checks, service venue inspections, service process verification, and emergency response capability tests. Perform quantitative scoring according to the "On-site Inspection Record Sheet" to evaluate the conformity and effectiveness of the system.
Customer Satisfaction Survey: Conduct an independent customer satisfaction survey by the certification body. Randomly select a sample of customers served within the past 12 months, using online questionnaires or telephone interviews. Evaluate six dimensions: functionality, economy, safety, timeliness, comfort, and civility. If the customer response rate is below 50%, additional samples are required. Complete the survey within 15 working days.
Corrective Actions and Re-review: For non-conformities identified during the audit, the organization must complete corrective actions within a specified timeframe and submit evidence for re-review by the audit team.
Certification Decision and Issuance: After technical review, issue the certification certificate, confirming that the organization meets the corresponding level requirements. The certificate is valid for three years, and the certificate number is publicly listed on the CNCA (Certification and Accreditation Administration) platform. The certification field falls under General Service Certification SC03 (Wholesale and Retail Trade Services).
Surveillance Audit: Annually, start a surveillance audit one month before the certificate anniversary. Content includes document update checks, re-inspection of key indicators on-site (sampling 20% of service processes), and customer satisfaction tracking (sampling 10% of customers for follow-up). If non-conformities do not exceed 3 items, corrective actions must be completed within a specified timeframe; if non-conformities exceed 3 items, the certificate is suspended.
Recertification Audit: Submit a recertification application 3 months before the certificate expires. Re-conduct document review, on-site inspection, and customer satisfaction survey, focusing on continuous improvement over the past 3 years. If passed, issue a new certificate with a validity period of three years.
