On January 19, the State Administration for Market Regulation convened the 2026 National Conference on Certification, Accreditation, Inspection, and Testing in Beijing. Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, the conference comprehensively implemented the spirit of the 20th National Congress of the Communist Party of China and its plenary sessions, earnestly carried out the arrangements made by the Central Economic Work Conference and the National Market Regulation Work Conference, reviewed the work on certification, accreditation, inspection, and testing in 2025 and during the 14th Five-Year Plan period, planned the development of these fields during the 15th Five-Year Plan period, and outlined key tasks for 2026. Luo Wen, Secretary of the Party Leadership Group and Minister of the State Administration for Market Regulation, attended and addressed the meeting. Shu Wei, member of the Party Leadership Group and Deputy Minister of the State Administration for Market Regulation, as well as Director of the Certification and Accreditation Administration of the People's Republic of China, delivered a work report. Li Gao, Vice Minister of Ecology and Environment, and Ni Dahang, Chief Inspector of the General Administration of Customs, attended and spoke at the conference.

The conference fully affirmed the achievements in the development of certification, accreditation, inspection, and testing during the 14th Five-Year Plan period. Over the past five years, market regulation departments at all levels have resolutely implemented the decisions and arrangements of the Party Central Committee and the State Council, adhered to political leadership, strengthened their sense of mission, and actively performed their duties, achieving significant progress in various tasks. Reforms in certification, accreditation, inspection, and testing continued to deepen, effectively unleashing developmental vitality; international influence gradually expanded, further broadening the scope of openness; professional capabilities significantly improved, with service effectiveness increasingly evident; development quality steadily rose, and the industry structure became more optimized; industry governance markedly strengthened, and market order continued to improve.

The conference emphasized

In planning and advancing the work on certification, accreditation, inspection, and testing during the 15th Five-Year Plan period, it is essential to deeply understand and resolutely implement the deployment requirements put forward at the Fourth Plenary Session of the 20th Central Committee of the CPC, grasp the fundamental, strategic, and overarching issues concerning the industry’s development, balance major relationships such as efficiency and fairness, vitality and order, development and security, and promote new breakthroughs in the reform and development of certification, accreditation, inspection, and testing. To enhance the credibility of the industry, efforts should focus on building a unified and authoritative national conformity assessment system, raising entry thresholds for certification and inspection institutions, reinforcing the primary responsibility of institutions, establishing strict penalty systems for violations, and fostering an ecosystem of integrity within the industry. To strengthen support for high-quality development, the industry should bolster its backing for the modern industrial system, boost domestic consumption, facilitate the development of a unified national market, support green transformation, and ensure security. To expand international influence, active participation and leadership in the formulation of international conformity assessment rules should be pursued, multilateral and bilateral cooperation and mutual recognition should be deepened, the facilitation of conformity assessment services in trade should be enhanced, and the internationalization of industry institutions should be promoted. To enhance brand competitiveness, the capabilities of institutions and practitioners must be improved, and the industry’s development environment optimized. To improve industry governance capacity, institutional mechanisms should be refined, legal norms strengthened, regulatory approaches innovated, accreditation constraints reinforced, and industry self-discipline promoted. A loyal, clean, and responsible team in certification, accreditation, inspection, and testing should be forged, with a strong work ethic and a heightened sense of responsibility, providing solid personnel support for the development of the industry.

The conference noted

Designated as the "Year of Regulation and Development" for certification, accreditation, inspection, and testing, 2026 requires strengthening the Party’s comprehensive leadership over these fields, deepening reforms and innovation, and effectively enhancing service capabilities. Efforts should focus on intensifying rectification measures to comprehensively regulate industry development, expanding international cooperation, and continuously broadening the scope of openness.

Market regulation departments from Fujian, Hubei, Guangdong, and Guangxi delivered exchange speeches. Representatives from relevant central and state organs, officials from the discipline inspection and supervision team stationed at the State Administration for Market Regulation by the Central Commission for Discipline Inspection and the National Commission of Supervision, leaders of relevant departments and affiliated units under the State Administration for Market Regulation, as well as officials from market regulation bureaus (departments, commissions) of provinces, autonomous regions, municipalities directly under the central government, and the Xinjiang Production and Construction Corps, along with representatives from relevant industries, attended the conference.
